As our business grows, we are looking for an experienced HR leader to bring structure, consistency, and sound people practices to a workforce spanning both office and field teams.
Position Summary
Rusk Renovations is seeking a Fractional HR Manager to serve as the company's lead internal HR professional on a part-time basis. This is a hands-on leadership role for an experienced HR practitioner who can both manage day-to-day people operations and build the HR infrastructure a growing company needs.
This person will support recruiting, onboarding, employee relations, manager coaching, policy development, performance processes, documentation, and HR operations across approximately 45 employees. The role will also partner closely with Insperity and leverage Insperity's PEO platform and HR resources, while serving as the company's primary internal owner of HR execution and process improvement.
The ideal candidate is comfortable operating independently, building processes where they do not yet exist, and bringing a practical, business-minded HR approach to an entrepreneurial but high-performing environment.
We are open to structuring this engagement with an initial assessment and buildout phase, followed by an ongoing part-time employee role.
Reporting Structure
This position reports to the COO.
Core Responsibilities
Serve as the lead internal HR partner for office and field employees across the company.
Manage and improve core HR functions, including onboarding, offboarding, employee documentation, performance support, employee relations, and manager guidance.
Lead recruiting efforts across office and field roles, including job postings, screening, interview coordination, and hiring process management.
Build, formalize, and document HR policies, procedures, workflows, and expectations where processes are currently undefined or informal.
Partner with leadership to improve consistency in hiring, employee communication, performance management, accountability, and people-related decision-making.
Maintain organized, compliant HR records and documentation, including employee trainings and certifications
Coordinate with Insperity through the PEO platform and collaborate with Insperity's HR team on best practices, employee matters, and compliance-related questions.
Maintain working knowledge of New York and New York City employment practices relevant to a growing employer, escalating specific technical questions to Insperity or outside experts as needed.
Identify HR gaps, operational risks, and process improvement opportunities, and implement practical solutions.
Help create scalable HR systems that support growth while fitting the realities of a construction business with both field and office teams.
Requirements
Qualifications
5+ years of progressive HR experience.
Bachelor's degree in Human Resources, Business, or a related field required, or equivalent professional accreditation.
SHRM certification preferred.
Construction industry experience preferred.
Experience serving as the primary HR lead or HR department-of-one for a small or midsize business strongly preferred.
Demonstrated experience building or formalizing HR processes, policies, and documentation.
Strong working knowledge of recruiting, employee relations, onboarding, policy administration, and day-to-day HR operations.
Ability to balance strategic thinking with hands-on execution.
Strong judgment, discretion, and professionalism.
Excellent written communication and documentation skills.
Experience working with a PEO and HR platform such as Insperity preferred.

Work Arrangement
Part-time employee role.
24 hours per week.
Hybrid: 2 days per week in office, 1 day remote
This part-time position includes benefits required by applicable federal, New York State, and New York City law, including paid sick leave/protected time off, workers’ compensation, disability benefits, and, when eligible, New York Paid Family Leave.
The first 30-60 days may require expanded hours to assess current practices, establish priorities, and build foundational HR processes.
